The Covenant of the Enlightened are the true inheritors of the globe. That the other Great Powers fail to recognise this is merely a consequence of their ignorance. The Covenant believes it is the responsibility of those blessed with intellect to drag the less fortunate into a new age of progress and enlightenment.
