When the Watcher Hegemony arrives on a world, it observes and evaluates native sentient species to determine their compatibility with the wider galaxy. The same process was followed upon their arrival on Earth. During the study of a human city, the Watchers discovered vast untapped potential within the species’ mental capabilities, with only a small fraction of the brain used for memory and bodily control.
